KZ 900 stator assembly questions

Hello everyone, I was putting my assembly back together and i had a question should the starter gear (number 17) have some resistece when you turn it by hand? i hope that makes sense but when i turn it one way by hang it engages, like it should, and turns the motor over but when i know its a one way mechanism when i turn it by hang the OTHER way it has a descent amount of drag? i didnt know if it had drag because of part number (32) rubs on the side of the motor, like it should. SO my question is if i didnt make it clear should the starter gear number 17 have a good amount of resistance when you turn it by hand ( not engaging the motor, the other way) BTW 76 kz900 motor
