What's the speedo doing; is it oscillating in regards to the needle or running smoothly? Check the cable routing. If it has a sharp turn that could produce your noise. And, the cable itself may not be adequately lubricated.

Did you lube the cable before installing? Ed

Cable was lubed before installation, my dad/mechanic thinks it might be the rotor for the front brake, but also when i ride the speedometer needle in the instrument wiggles left and right i think it might need more lube maybe?

If you can, raise the front end off the ground, and spin the front wheel. This will help in troubleshooting the noise. Do not have the engine operating as it may hide the sound of the speedomter/cable problem.
