Neoprene or similar can usually be bought at local hardware stores. Home Depot and Lowes carry a big variety.

I live in Seattle and like my Irish brothers have ridden in rain. I had the wiring bundles fill with water. Seriously. I was hunting for an electrical gremlin and was taking the tape off of the bundle that goes under the tank and it dumped about a tablespoon of water (freed the wires up and the problems solved themselves)... Watch for places up front where water may "wick in" to a wire bundle as it did to mine, and create a place for the water to escape on the other end. I suppose that I had taped the bundle too tight (I had rewires the bike btw) and this created the reservior that the factory bundles probably do not do.

Besides that, it seems to deal with being hosed down just fine.
