Hello, strutt57, and WELCOME to KZr! :cheer:

If the #2 spark plug tip remains dry immediately after attempting to start the engine, would suspect inadequate cleaning-rebuild job on #2 carb.

Meanwhile, as a diagnostic test, would reverse the plug wire leads between #2 and #3 to see whether the non-combustion issue moves to #3 cylinder.

Good Fortune! :)

If problem stays at two, my next step would be to check the carbs. Maybe the fuel level in the bowl is set too low. Or high.

Is the plug wet or dry after trying to start it?

Having acceptable compression and good spark, but no combustion, casts more suspicion toward the carb, and the wet plug indicates an excessively rich mixture for whatever reason.

Would remove #2 spark plug; spray starter fluid into the plug hole to help de-flood the cylinder; use compressed air, if available, to blow out the cylinder; install a brand new NGKB8ES spark plug; and try again.

Past experience has been that a flooded plug that sparks when tested outside the cylinder may nevertheless fail to fire when installed, even a relatively new plug.

Good Fortune!

Try if possible a Denso W24-ESU sparkplug, as I've lost any trust of the NGK's made in the U.S. If you can find NGK's made in Japan, use them. I've had new NGK's fail right out of the box more than once.
