Underneath the points cover.

As known, it's useful whenever hand-rotating the crankshaft is necessary during such procedures as measuring valve clearances, finding TDC, etc.

Yes, the tensioner is the projection under the carbs. The tensioner cap is facing out sideways under the carbs so you can get to it with a sockect and long extension.
