I was hoping it was way high because both controls on my bike are rough.

You mean just cosmetically rough? You can repaint them and they come out looking good. I've done it and it's not that hard. Look like new now.

These are for a older bike but if they would work I dont care. Also can the controls be "rebuilt" inside the switchs feel gritty hard to move.
Thanks

Yes they can be reworked but you have to be careful. Sand the contact points with some high-grit paper, apply some dielectric grease to the contacts, lube the points where the switches rotate, and you should be good to go. I did this on my CB550 and worked fine.

The switches that Sandy pointed out won't work without a lot of modification. The older switches have a headlight on/off feature that you would have to run wires to connect. The rest of the wires will not connect to the main harness or to the connector inside the headlight shell directly. You will have to cut off the connector on the new switch and get a matching Z1 connector and then correctly pin the new connector to mate with the connector on the harness. It isn't a trivial job. It would be better to watch eBay and find the correct switchgear for your bike, clean up contacts and the switch and use the correct switch, in my opinion.
