This is the other side.
If you remove the three allan bolts (or they are loose) use some blue lock-tite on the threads when assembling. When these screws come loose they tear the gear to pieces and may even lock up the engine. Bad if running, really bad if riding. Brass thrust washer must be in place when re-assembling.

That is the cover, but mine is rotated. The openings are over the roller slots and I cannot see the allen bolts. The improper positioning of the cover may be the problem. What holds the cover on?

blumeri, the cover looks to be crimped on to the machined ring (enlarge picture of disassembled clutch).
A rotated cover with the bolt slots over the rollers could be the problem. The rollers could be cocking slightly (only takes one to keep the assembly from locking on to the starteg gear hub). Try to rotate the cover untill the three holes in the outside of the cover align with the thru holes in the machined ring. When the outer holes are aligned like this
the slots will line up with the bolt heads and the rollers will be covered,like the picture of the assembly. If the clutch and flywheel is still on the end of the crank, you may be able to use the end of a screwdriver and "tap" the cover untill the holes line up. When one is in line they all will be in line.

bluemeri, P.S. Dont forget this: Blue lock-tite is your friend
if it comes loose the starter will just spin and you might find yourself in the parking lot of your local DMV, on a busy afternoon(lots of lookie-loos for the next part), removing the side cover to tighten the LH thread bolt and also finding out that a 750 twin will pour oil out the side cover seam when on the side stand but not when on the center stand.

1) The big 17mm bolt holding the flywheel on is REVERSE thread. To remove it, use a huge flat blade screwdriver with the tip hooked in one of the holes in the flywheel and the end of the screwdriver against the posts that hold the footpegs. It works, I did it.
2) use a big wrench and TAP the end of the handle with a hammer (clockwise to loosen)

ahhh, so that's the one that's left hand threaded...that being the case, when turning it, should i have it in gear? would that stop the whole assembly from rotating?

Can't turn the cover at all. I don't have a big enough vise to really hold it still, but I bought the worlds largest pipe wrench and modified it so it would open enough to grap the cover. I tried holding the flywheel with a strap wrench and I couldn't move it at all. I thought prying it out a little might loosen the cover, but all I did was bend it.
I'm about ready to drill through it so I can at least access the screws to remove the starter clutch from the flywheel. I would then need to find a source of a a new cover. Any ideas? I saw that Bountyhunter (on this site) said he got a starter clitch assembly from a Clint Pulliam and gave an email address in a related thread. Know anything about either of them?

I have had good luck with a few purchases from him on used parts. Good quality, fair price. Obviously, YMMV whenever you are buying used parts off old bikes.
NOTE: I still have a complete 750B starter clutch assembly I bought as a spare with every single part including the housing/cover, rollers, springs. pins, and the large gear with the starter chain. I paid $70 for it and I'll let you have it for $60 and throw in the shipping if you want it. I haven't tested it, but the condition looks good as far as I can tell (no rust). I got it from Clint, BTW.
