OK,
After sorting out the starter relay wiring problem, another weird thing is going on. The turn signals work with the headlight off, but WON'T work with the headlights on.........WTH??????
I'm getting real close to firing this thing off!

Is this going on while the bike is running,or not?
I'm thinking that You have a low battery,and with the headlight lit,there's not enough juice to power the signals.
What about the brakelight?...does IT come on with the headlight on?
Bad charging system?
Still using the factory rec/reg?

This is with the bike not running, and since I use a pressure switch for the brake lights, and they aren't hooked up yet, I can't tell about the brake light. When I put a meter on the battery, it will read from 11.5-12.2v, and I was kinda thinking the same thing (low battery)so I will charge it some more, since it doesn't spin the motor over very good.
And yes, still using stock reg/rec.

Ya Jim...get that battery charged,and if You CAN...get the bike running and then see what volts You're getting at the battery,and also,try the signals then.
Is the signal flasher an old(er) one?

Again, I'm gonna say to check for loose/broken connections and bad grounds. Most of the time I've seen things like: "not working when X is on but works when X is not or vice versa. Almost everytime I've experienced this it ends up being a ground wire. What will happen is that the device is looking for someway to get to ground and finds that way when something else is turned off or on.

And the answer is......... LOW BATTERY!!!! I've been charging it for the last few days with a battery tender, so I got out the trusty 2/12/75 amp charger and charged it on 2 amps for a few hours. It still isn't strong enough to crank it, but I finally broke down and used the 75 amp cranking to get it to fire off. Anyway..... New battery will be here Thursday and fork lowers will be done Friday, so should be riding it this weekend!!

And what Ron said about ground wires...too true,and often the case in situations like that.
I remember going through all that with My rear signals,a few years ago...not fun.
