I am currently rewiring a 1983 GPZ 550 and appear to be missing the aformentioned part. What exactly does it do? Where can I get one?

Go to buykawasaki.com and copy the parts diagram and post it... that might get you some answers. The term you use could be a fuse box OR a spare power outlet... or a pair of wires; one hot and one ground for connecting extra electrical stuff. Most bikes have one or two extra pairs of wires, generally in the front and rear for connecting stuff and these tend to be on their own fused circuit. If you were missing a fuse box, the bike wouldn't run I suspect.

It is just one positive and one negative wire. Are they supposed to plug into anything?

I doubt they are used for anything... just extras. As I already noted, MOST bikes have a spare set of POS/GROUND wires in several places... Most are just switched voltage...
