Update: I returned the carb kits, and just got a refund.  But no response from the seller other than the ebay message that the refund went thru.  Satisfied with the service from ebay, but disappointed in the seller.

Yes.  Retro-motorcycles has consistently misrepresented parts on ebay with misleading photos and descriptions for a very long time now.  I have purchased parts that were advertised as OEM and shown with the original Kawasaki part number tag, but I received parts that were clearly reproductions and didn't match the photo.  It seems like they get away with it enough that it's worth it.

Since I'm more of a hotrodder than rivet-counter, I'm not opposed to aftermarket parts as long as they're presented as such.  Misrepresenting parts (also known as CHEATING, the way I was brought up) and calling them OEM is dishonest.
