Also, should you remove the petcock and fuel sensor before using the cleaner/degreaser? Obviously you have to remove them before using the acid, but would it help clean them when using the cleaner/degreaser - or just clean them outside the tank when removed?

Leave it in long enough to remove the rust. Are you going to dilute it or go full strength, and if you dilute, how much? It will work faster without too much dilution, however then you need to rotate the tank every so often. Start with the tank upright, then upside down, then on the side, nose, tail, repeat. 20 mins in each position would be a good start. Use a flashlight to look inside to check process.
