Valve clearances (a/k/a "lash") should indeed be checked and adjusted as needed; however, too tight valve clearances would more likely be expected to result in poor idle or failure to idle, especially at normal operating temperatures. Often noticed when the engine fails to hold an idle while the bike is stopped and is supposed to sit there idling (but doesn't).

Poor carb sync would be expected to result in a rough idle (along with additional obnoxious cam chain noise) , but not necessarily altogether prevent an idle or cause a racing idle.

Good fortune! :)

There is a really good tutorial on checking and adjusting valve lash in the factory service manual. As mentioned before, adjusting the carbs without knowing that the valve lash is correct, may prove to be a big waste of time. Also, getting the carbs to work well with straight pipes may prove to be very frustrating and time consuming.
