As I just ent through my final jetting phase... This is the advice I received from both my mentors...

Get you mains down right first.
Wide open throttle, not hangups, lags, lulls, carb exhaustback firing, no flat line fall on it's face etc...

Then your needle jet clip position (you may/may not have) so new one may be required...

With needle jet, take her for a ride. If she fall on her face in the rpm range ~ 6k to WOT then needle is running a tad lean... Richen her up.. My case was easy, change the lip position.

Then and only then go after your pilot jetting/settings.

Based on your rpm range and symptoms, all that was mentioned such as vacuum leaks, pod filters dirty, sticking float sleeves etc... hold true as well but seems to me anyways, this is only occuring approximately in the rpm range where the needle jets and main jets overlap...

I'd start there, a small clip change may make a world of difference... But hey, WTF do I know...

Keep at her, you'll get the old girl right...

All great advice. I would also like to reinfornce the importance of looking at all other factors (carb boots, float levels, fuel supply, valve clearances, ignition timing, good spark) as I have been fighting what I thought was a jetting issue but has turned into finding issues with just about everything else.

the needle clip position makes the most sense to me, its electronic ignition, good spark, no leaks at carb boots, etc. ill see what i find out and post back

When you add the air filter you will naturally change the airflow. I wouldn't start playing with the carbs etc. until you get a filter on it. Otherwise, even if you manage to get it running perfectly, you'll most likely need to go back and change things (possible back to the current settings) after you put on the filter to compensate for the change in airflow.
