Gas spewing out the vent

From the photo, it looks like a manual petcock, but don't see the sediment cup.

If a vacuum petcock, a hole in the diaphram might be allowing fuel to be sucked through the vacuum hose connection into the carb. Not that this would necessarily cause gas to spew out the floatbowl vents.

Just a thought.
