Here are the numbers for the 1/4" Russell fuel filters that work perfectly on my KZ650C1 (mount one vertically just above the t-shaped carb nipple between the petcock and carbs) :

045-45000 1/4", chrome
045-45010 1/4", red
045-45020 1/4", blue
045-45030 1/4", black

You can get these at many places (like Dennis Kirk) and they have a replaceable and cleanable bronze filter element; here's one site that shows a picture (about halfway down the page):

I had the same trouble with the paper ones.

I have pretty much just made it a habit to use the cone-shaped brass-element ones you get from bike shops and z1enterprises.com (the ones that H1Vindicator posted above).

I order them whenever I'm getting something else, and I change them... oh... maybe twice a year or so... they get clogged too, but if you change them often enough, they should flow fine...

Might also consider when replacing fuel tank cap gasket --- an old hard cracked fuel tank cap gasket may allow just enough extra venting to compensate for a clogged fuel tank cap vent. When replaced with a new gasket that actually seals as it's supposed to, the clogged vent symptoms may then appear.

Also, filters on the petcock intake tubes up inside the tank may become clogged from grit or crud hovering partially suspended in the fuel. A fill-up may temporarily help by swishing the gas around these filters. Consider removing and flushing the tank, and also removing, disassembling and cleaning the petcock (especially filters on the petcock tubes up inside the tank).

Another neat thing about clear in-line filters is being able to easily see the fuel flowing (or not) into the filter from the petcock.
