My guess is that he realizes there are very few original parts available for the early Z1's and he thinks owners doing a resto will pay his price.
I have several restored bikes along with a 2006 Goldwing with a sidecar.

This has become a common tactic on eBay. List high with make offer leaving the buyer to list his highest offer hoping he REALLY needs the parts to finish a restore or can't find them from another seller. I bought a tach. drive from one of these crooks for a common price sold elsewhere. 
The one I like is the one that has the worn out silver dollar in all his ads. 
It must suck to be them.

Can't really blame them for trying, market bears what it does. I'm sure he just rammed those prices really high just to get a woodie to see the response. Nobody is going to pay his asking, i'm sure he knows that. That cat Steve with the "coin" often sells stuff of old hardware that has no relevance to application, has been doing it for Years.
