Wow... that's my site. I didn't know anyone knew about it:)
I see you're in MA... let's ride some time if you feel like it.
As for the engine being beefed up, I had heard something from one of the trainers at the EVOC that the tranny had different gears but not heavier. I think it's a very well-regarded transmission already. Since the manual that covers teh engine is the same manual that covers the civilian engine, I'd guess "no".

Spent the day tearing apart the carcass of a 1979 police bike. Just gathering parts for my 2-year-long (so far) project. Got to wondering, did Kawasaki beef up the motors on the police bikes ar are they simply stock? Also, this one has points and it's a '79. I thought they went electronic by then. I've also got a question in the carburetor forum. Thanks.
Aside from having a heavier stator to pick up the extra gizmo load beginning with the C1A model ('78), the C2 is otherwise a stock KZ1000 motor.
Factory bikes went electronic in '79 because the factory can do pretty much what it pleases for public consumption, but fleet sales like cop bikes often lag behind because they have to meet a list of specifications - and it takes awhile for the enginneers and executive types to get around to telling the scribes to update the bible...
