Should the inside of a stater cover have oil in it?

Watch it folks,i have sticky fingers when it comes to a nice looking set of handle bars:)

And what is the best way to see if your stater is bad?

ohm the wires with meter to check resistance.

Measure the AC voltage on each of the legs.

Um....what are the legs? And where do i get an ohm meter?

Thanks for the help ya'll i had my wife posting and i was getting updates via cell phone...turns out the stator was bad and,,,yeah i asked if a stator had oil in it,,LMAO i truely have never took the cover off and when we saw oil coming out we were like wtf!..thanks for the help..
