Z1 / Z1000 Cam Caps & Bearings

I have started checking out some engine parts as I start my Z1 restoration.
The engine came with 78 Z1000 cylinder head but will be fitted with Z1 hollow cams. It also came with a set of cam caps but I do not know if they belong to the head.
I also have a selection of used bearings in mostly good condition so I thought I would see if I could come up with four sets that work with my cams.
After tightening up each cap, the cams did rotate but seemed a little tight to me (I did oil them beforehand). I then used plastigage to measure things and all four caps passed the test i.e. did not exceed the .063mm limit (averaged about .04mm).
My question is: should the cams rotate with a small amount of resistance if the clearance is all good or should they be really free without any resistance ?
I do realize this is not a complete test as the head is not tightened down at all (just sitting on my bench).

Are there any valves in it currently ? if yes there will be resistance as you overcome the valve springs - if no then they should turn freely
Are the caps fitted in their correct locations ? (1-4)
If they plastigauge OK then you should be alright but as you say until it's bolted down you won't know for sure. You could make a head gasket out of cardboard and bolt the head on with no valves it it, you will know for sure then before you get too deep into it

The cams should rotate freely in a bare head.
If you have a small amount of binding the head needs to be bolted onto the block and cases to eliminate any slight twist that some of these heads have before checking that the cams rotate as they should.
Without doing this you are wasting your time .
Once bolted down the bind should disappear if the twist is in the head.
If it does not then the caps should be bolted down and checked for concentricity with a bore gauge to ensure that odd caps are not the cause and after that the cams should be checked for straightness and runout on V blocks or between centers.
