Any one recognize the maker of the clutch? 
experimental lock up im assuming but would love to find out more.

MTC said they had nothing to do with it -

I was referred to FBG to see if he knows what wass up , but I did see another full ART clutch on a bike for sale on FB. In talking with the seller he was able to tell me ART stood for American Racing Tech but was unable to find any more information either- 

The search continues.....

Not to add to the mystery but mine is a MRE lock up on my kz-1000 A1. It came with a spacer plate between the cases and the clutch cover. I haven't had it opened since then but I think it had more counter weights than the one pictured.

Yes! The MRE and MTC lockup's have 5 .
One for each clutch spring which is the common configuration.

All lockup kits I have seen are just covers and plates with pressure arms, this looks like a complete modified hub probably for the spring configuration.

Like others have mentioned not sure why they have chosen to use 3 springs/arms, a bit unusual.

If I want less static pressure in a lockup you can run only 4 springs if needed, its not going to effect the way it works. The way this is configured your kind of stuck for adjustment unless you alter the spring stack.

OR  could it be a dry clutch setup
