One cylinder not firing

Hello, just starting my restoration for the very first time and to my amazement it started right up. Carbs did not overflow or leak. I immediately went to work with synchronizing the carbs and they are all consistent.  Some things I noticed:
  • cylinders 2 &3: when I removed the vacuum plugs in the carb manifold, gas came out.
  • Cylinder 4 doesn't fire. I have a good spark on all cylinders. Compression is about 165 across all 4. I just shimmed all the valves to spec. When I arm it up and rev it higher it seems to start firing, but definite doesn't fire on idle. Any suggestions?

Pilot circuit is blocked on that carb/cylinder. 
Pilot circuit solely supply's fuel upto approx 3k rpm. Once above that the needle jet circuit joins in and then above 6k the main jet  circuit joins in.

ah yes. thank you. The air mixture screw was not adjusted correctly. Thanks!
Do you know why I would find gas coming out of the vacuum ports?

Possibly worn choke plungers ? - Zed1015 is your man for those

All these intake manifolds with down facing port caps will develop a petrol puddle in them. That's not a big deal. You still using the 2170 Z1B carbs shown earlier?
