Z1000J Output Shaft Collar

I removed the Transmission Cover housing today to replace the Clutch push rod, Gear change shaft and Output shaft oil seals and found that the collar is jammed tight on the output shaft (I can't even remove it off the shaft), I assumed the output shaft would spin inside the collar and not rotate with it (which means it's always spinning on the oil seal)
Is this right?

Don't know for sure (I haven't got that far yet) but I would expect it to be tight otherwise oil would leak between the shaft and the collar. This type of seal is designed to be used on a rotating shaft so it's intended for the collar to spin in the seal

That collar is a close sliding fit on the shaft and can be tight to remove after its been on a while due to it getting gummed up with oil etc.
It is designed to rotate within the seal and is trapped in positon between the bearing and sprocket once the sprocket nut is tightened.
