How to remove chain cover from 1976 KZ400?

I'm trying to remove the chain cover on a 1976 KZ400 and I can't get the cover off. Is there a trick to get this off? All bolts are removed.
Based on videos I've seen, I would expect to be able to wiggle it back and forth and work it off. I can get the bottom to move about 1/8th of an inch, but the top won't budge. Any suggestions would be appreciated.

I assume you are referring to the sprocket cover and that you have removed the gear lever ? If so it sounds like the dowels are corroded - spray penetrating fluid into the bolt holes and keep wiggling after leaving it to soak in

After a lot of penetrating oil, lots of wiggling, and even more swearing, it finally came off. Thanks for the help.
