Plenty of play in the cable, I have cleaned all off the rail. I noticed a few drips from the fuel level unit on gas tank but that shouldn't play a factor. The idle will come down if I down shift and clutch.  The intake boots are still somewhat soft, hard to tell when I spray carb cleaner if idle changes or not. It's got me baffled.

A carb sync check with vaccum clocks should help.
The clock readings give you some hind to the out of sync trouble maker carb(s).
A leaking throttle shaft seal(s) or to wobbling throttle shaft can be a "extra" port for air leaks, just my 2 cents....

I did the carb sync today. They all read right around 10. Seem low,? How can you tell which which carb is wacky with the carb sync guages? The only way the rev comes while riding is to upshift. Slowing down whilst do it to.. I am gonna get new intake boots, give that a go.

Excellent point Scirocco! Those butterfly shaft seals are often neglected and sometimes thankfully so. I've had used sets come my way that shadetree fellas screwed-up the throttle plate so bad had to pitch it. And they used hardware store O-rings instead of the correct special oring, consequently binding-up the action.

The wacky one or ones will have a different reading. This is assuming the gauges have been calibrated to each other. 
Most folks I know say the actual reading is not as important as having them all as close to the same reading as possible.

Sync the sync clocks first and don´t use cheap china knock off sync gauges!
