Shim under bucket

Hey everyone. I bought myself a project bike about a year ago. I don’t know the history behind it previous owners etc. I am now to the point where I’m checking valve clearances I’ve got the Haynes manual and Kawasaki manual. Both manuals show how to replace the shims but when I pulled off the valve cover I have no shins on top of the buckets. I am wondering if it is a shim under bucket system? If so is that a possible thing for a 1980 KZ 1000 C3 bike? Also does that change the clearance numbers?

Sounds like someone converted your engine to use 650/750 buckets/shims. A somewhat common mod for guys racing with high lift cams.
