Minnesota records the engine number the first time the bike is registered, and it must match when the title is transferred.Where do you live that titles engine parts?
if someone were to swap the motor, a title for the donor bike must be presented as well.
It can be a huge PITA, and i've had to part out bikes, that i couldn't register, because the engine number didn't match what the DMV had on record. either because someone swapped the motor, or they recorded the engine number incorrectly (typically the case). a few times i was able to argue the latter and get it corrected, but it really comes down to the person you're dealing with at the DMV.

I lived in Minnesota briefly. It took me an entire year and hiring a lawyer to get Minnesota registration on my pickup. Turned out that somebody at the tax office dropped my paperwork behind a file cabinet. I got my paperwork and new plates a day or two before I left the state.

Seems to be the way of things these days.sigh……@TexasKZ: I live in the Netherlands. We had a bit of a problem with stolen Harley's. Use an aftermarket frame, get it registered and bingo, you're good to go. So now you need to be able to provide the proof of provenance. It's just another case of the few spoiling it for the many.
