Rebuild the carbs and check valve clearances would be a good place to start.

you need four things to get it to fire.
Fuel
Air
Compression
Spark
Take the sparkplugs out. Reinsert them into he boots, and lay them on the head so that each plug will ground. Hit the starter button. If all four plugs have a fat blue spark, the ignition system is probably ok. If you have recently messed with these and did not get the plug wires back in the correct order, he engine will not start.
While the plugs are out, do a compression check. A cold check will not be accurate, but my reveal a serious problem.
Are the carburetors getting fuel? Torn the petcock to PRI, and open the drain screws one at a time. Be sure there is a hose connected to each drain, and watch for fuel flow.
Check the air filter box to insure that the filter is not clogged and that no critters have set up housekeeping in there.
If the bike has been sitting unridden for a long time, there is a 141% chance that the carbs are gummed up and in need a a thorough cleaning.

By any chance has the points cam been removed for cleaning or some other reason since the bike last started? If so, it may have been installed 180 degrees off in which case the bike will not start.
The image below shows the KZ650 points cam in the proper orientation; yours probably has similar marks. Ed
