Too much valve clearance

Recently I swapped my KZ1100's motor out, it lost compression on 2 cylinders prob the rings but that's another rebuild.
My problem is, I am checking the valve clearances in prep for final assembly and 2 of my valves have much bigger than they should gap between the shim and cam.
One of then is probably within shim range with .4 clearance with a 2.8mm shim, so I could get there with a 3.15 shim.
The other and my main concern will easily allow my .75 feeler to pass with little resistance, and with a 2.9mm shim already there will not be able to get to spec with the available shim range.
What would cause such a large gap? A bent valve maybe?
Looking for opinions and advice on how to proceed, and was hoping to avoid taking the head off, but I may need to scavenge from the other motor, maybe just do a head swap.

Bent valve will not fully seat and cause excessive clearance. Do a leak-down test at TDC and see if air blows by that valve.

False alarm. apparently the PO sucked a couple of rags thru the intake. The rags were stuck in the valves.

Somrtimes I think folks like that should not be allowed to waste oxygen, but then I think about how smart they make me look............

Probable had the carbs off at some point and stuffed the intakes with rags, I have done it myself but never forgotten to remove them.
