83 1100 pulls really good up to about 5500 RPM then It just don't seem to have any more punch. Cleaned the carbs, and my plugs, wires and such are all fine. Any ideas?

5500 rpm sounds like the stock jetting in your 34s while using pod air filters and possibly aftermarket pipes. Since you provided absolutely no information regarding your bike, its state of tune or how it is set up, all you will get are lame guesses. Sorry.

That model still uses a mechanical advancer (called a "Govener-breaker"), so I suggest using a timing light to see if the timing is at the full advance position at 4k-5k rpm.

The symptom you describe is exactly what will happen if the advancer is stuck in the retarded position, the motor will just run out of power around that rpm.

If the timing is not advancing, then remove the advancer and clean/lube it.
