Most of my rides are in-town at lower speeds using first-second gears, so it makes sense there may be more wear between those two gears than the others.
Why does it require more effort to up-shift from first to second gear, than from second to third, etc.?
It always makes the shift to second gear, but from second to third (and above) it is simply a click, and it's there.

First to second is a bit stiffer because you have to go past the spring loaded neutral detent.

Feels like its hanging up some, when just past neutral. Could shift-fork wear cause such a thing?
Maybe it's just aging rider imagination.
