Have you gone through the carbs completely and clean all the passages and jets?

Is the bike stock? Reason for mentioning is because if for some reason you are trying to start the bike without the airbox or with pods you may struggle because the mixture will be all wrong.

I swapped the original carbs with vm30s with pod filters, the fuel is coming out of the carbs but it doesn't seem like it's getting sucked into the engine

If fuel is running out of the carbs, either the fuel level is too high, or the float valves are not sealing due to dirt, corrosion or a mechanical blockage. This needs to be addressed before trying to start it again. Also, if this model has a vacuum operated petcock (fuel valve) it has likely failed as well. It will need a careful cleaning and its rubber parts will need to be replaced. If you know of somebody who has successfully made this carb swap on a 440, you may be able to use their jetting as a place to start.
Are the carb holders in really good shape? ie, pliable and without surface cracks? Do the new carbs fit snugly in them? If not, they will need to be replaced.
As already mentioned, the carbs need to be spotless inside, and every one of those tiny passageways need to be perfectly clear. A can of aerosol cab cleaner, some really small wire and compressed air will often do the job. If they are really cruddy, an ultrasonic cleaning may be the only solution.

Thanks! Im about to order new rubber boots and I didn't even think about adjusting the fuel level on the carbs (I'm new to fixing bikes) and I'm going to look into new jets for it

Uk Haynes are pretty good too, with workarounds if you don't have all the factory tools.
