Start with checking valve clearance. Then check timing and ignition system. The carbs then could be cleaned and then tuned. Short cuts can be very frustrating.

Are the intake manifolds new?
Are all of the carbs fully seated in them?
Are you absolutely sure that every tiny passageway in each carb is spotless?
Five turns out suggests that something is clogged or the low speed jets are too small.
Is the enrichener circuit working? It is necessary to start a cold engine.
Does the rubber on the filters block the air bleed jets on the intake side of the carbs?
How much bigger are the jets from stock?

Individual filters and open pipes may be too much for those Keihin BS carbs to deal with. You might have better luck with mechanical carbs.
