Replace TENSIONER COLLAR

I'm rebuilding my cam chain tensioner and bought all the internals, but I need help to remove par 28 (92027-1102) of the diagram. If this part goes pressed that means is not removable. Idk if there's a way to remove it to replace it.

Ideas?
