KZ440 breather need to have a PCV on it?

I am wondering if the rubber tube coming from the breather on the top of the engine should have a pollution control valve on the end of the rubber tube?

No. It flows out, but never really in. A valve will only restrict outflow. You want the steam/exhaust/blowby to flow out as easily as possible. Just use a tube down to the ground, or some people just use a tiny air filter to keep dirt out.
