Rotor and gear

Does the gear and the rotor supposed to move freely of each other and the crank?

Would help if you would tell us what model we are looking at? You can list that in your signature.

With the crank stationary (not moving) the starter gear should rotate freely when turned clockwise and lock when rotated anticlockwise.
The Rotor should be locked to the crank and only rotate with the crank.
