Fork seal change, help please!

So I took the legs out but I don't get the Allen bolt at the bottom of the fork leg out (the one that holds the inner piston). The Clymer says that you "may need a Kawasaki special tool to prevent the damper unit from turning". I have turned the Allen bolt multiple times and can tell that something on the inside of the fork is turning as well. So what can I do?

Bike is a 1979 LTD. Thanks for any help!

I can help by now you may have solved this problem I had a week ago you need a long bolt maybe 4 /6 inches you lock onto the end a hexagonal nut then using every extension bars you can find to make it a foot or more long gently insert this down the tube your allen key is fixed on the bottom then you can turn one or the other against each other, unscrews easy
IF you look down the tube with a powerful torch you can see what looks like a hex socket . I can find you the size metric the tool i made is in mygarage not sure if you still need it now ,let me know Keith
