Is this a broken valve guide?

Found this on tear down when valves wouldn't hold fluid on Ex #1.No damage to piston but valve gets hung up.
Question:is this part of the forged head or is the bottom of the valve guide?
Cant see a circleclip on the top of the guide either. How do you replace these guides?

If this the the bottom of the guide,how do i remove the guide it to replace?

head has to be heated in an oven and remove valve guide with an appropriate size drift or you can damage head by not heating :pinch: .....freeze new guide, heat head and install new guide with a drift till seated, get valve seat re cut to be concentric ......... get in pill(shim) range :pinch: re assemble......yer done :huh:
