Bought this bike a month ago. Rides fine. Noticed this crack. I did not drop it but there seems to be some evidence that the last guy did lay out. Whats going on with this?

Welcome , That is not critical but needs replacing. Moisture could get in and cause problems. You should post these pictures in Wanted . I am sure there is a member that has that piece.

Thinking maybe the bike went down, with the outer points cover absorbing most of the damage (beyond repair) -- but with inner cover only being cracked -- and the outer points cover having been replaced.
