can chain issue gpz750

I had my head milled for a gasket repair, now that I'm putting it back together I'm have issues getting the cam chain tensioned, it seems when i bolt down thw cams they lock up and cannot be tensioned properly any ideas

You are supposed to remove the tensioner before removing the valve cover, and install it after installing the valve cover. Try that and see how it works.
