gpz750 cam chain issue

im doin a head gasket on 83 gpz750, got the gasket on and head on. cam chain is set to spec when i synch down the cam the chain slackens between cam sprockets and the chain tensioner will not remove slack,in fact the tensioner will not even budge,,,any thoughts
