Well the mixture screws on the BS34's are fed off the pilot circuit for fuel. They mix with air from the Air Pilot Jet on the other side of the carb. I would say you have a blocked pilot since the mixture screws are not doing anything, thus the supply of fuel to them may be compromised. When they cleaned the carbs, did they pop out the plug at the bottom of the pilot passage near the main jet? Perhaps they didn't put it back in? Maybe that is what was messing with your float movement which caused your initial issue? It may be time to pull the bowls....

Edit: if your carbs have the main passage feed for pilots and not the direct feed like later model carbs. Don't know what you have on your bike.

I know they are CV Mikunis (BS series) but earlier carbs had a pilot passage that fed off a cross over from the main jet passage. The pilot had a plug in it at the very bottom to seal up after machining. They then changed to removing the plug and plugging the cross over passage, causing the pilot to pull right from the bowl.

The ones for your bike are still available from Kawasaki so any dealer can get them. Ronayers.com lists them at around $15 each. Replace all 4 while you have the carbs off. One other suggestion - soak the carb holders screws that attach them to the cylinder head with Kroil for a couple days before trying to remove them and they will come out without much trouble. And assuming yours still have the crosshead screws, be sure to use a JIS type screwdriver tip (ask if you don't know what I mean) because a Phillips tip will cam out and damage the screw heads. Ed
