Weak Starter, or ???

What happens: I press the start button, the starter motor engages, but it only turns the engine once every couple seconds. I briefly connected my car battery to it to make sure it wasn't the battery, and it does the same thing. FYI: Kickstarter acts normal. Here's a video:

Sounds like it's time to rebuild the starter clutch. The starter itself is probably fine. Ed
That was the last of the repairs I went through this past year. I just finished rebuilding the starter clutch a couple weeks ago. I reused some parts and replaced others with new parts, NOS, and used. Before I closed up the bike, I ran the starter (briefly) just to witness the clutch engaging properly. It was - no slipping.
So, obviosly I can't be 100% positive at this point, but I "believe" that the starter clutch is not slipping. It catches, but just won't turn the engine easily.

I did. To 55ft-lbs (according to the service manual).

If I take this thing apart again, what exactly do I need to be looking for? Because to my unexperienced eyes, it all looked to be working properly before I put the stator cover back on.

Check the surface the rollers ride on, the rollers themselves and their springs. Make sure none of these items are pitted or show any signs of wear. If the starter gear shows any cupping or wear replace it. Also if you have not done so replace the roller springs with new ones not used even they are within specs.
