when I turn it of and on it sparks as well...

May aid diagnosis to bear in mind that "ungrounding a charged coil" is the event which causes it to fire.

nevermind. I realized this may be a different igniter than the mechanical advance ones.

Patton means to "Spin" the motor with the electric starter or the kick lever.
Do you have a way to do electrical tests, like a Meter or test light? Find a manual to use yet? I see the pdf manual I linked doesn't have your year Ignition system, but has a lot of other useful info.

the motor does turns, and I haven't found a manual and don't have test lights, sorry I'm not much help.

A better description of the "spark test" might be helpful.
For instance, is the spark plug removed for the test and held grounded against the engine to see spark at the end of the spark plug where it's supposed to spark?

I have done it like that with the spark plug out and tried it with a spark plug in.
