the kz650 doesn't require these and the 750 block I bought didn't come with - do I need to get them?

They are indeed oil restrictors. Without them you will have a loss of oil pressure in the bottom end of the motor. That would be bad. So yes you need them. There are more than one type though and it doesn't matter which ones you use, as long as you use some. Some look like little pyramids, and some are stamped out of flat metal with an o-ring around the edge.

Is this the Dowl Pin at the cylinder to engine block? It has a small oil hole on the top for restriction of flow. There was one also with the basket case KZ550 I bought a few years back. I bought another and installed it. Never had any issues, got it right from Kawasaki. To me it made sense to have the Dowl at each end of the Cylinders for locating, but it seemed like 1 restriction would be enough. The restriction allows for more oil to stay at the crankshaft, rods and main journals.
since the earlier 650's dont have them i'm guessing they aren't necessary but for a few bucks I might just get them

And I agree with the threads you linked to, they should be there.
I don't know, but I wonder if they cause the oil to squirt up on top of the head because they narrow down the opening of the oil passageway? I'm thinking of the effect when you close your thumb over the end of a garden hose? Just a guess because I have never read anything about their purpose. Ed
That's my understanding too, restricting oil flow will raise oil pressure (given pressure through a smaller orifice) to help the oil travel upwards to the head while at the same time keep as much oil as possible in the crank case.
