All right I well try cleaning it up more. I have try from the other head same problem..

I'm going to post pictures or video Friday I well show the head and all the valves plus the top of the pistons too. If want other picture just say..

The cap's I well straight them out so they fit right..

Those buckets always fit tight, your problem isnt motor, it sounds like starter to me, you need to hook the wiring up right, and put that battery on a charger, low voltage will cause problems in itself.

Hi it was the top end just had it apart and turns fine with the top end off

Take the head off.
Take the valves out.
Oil the cam journals and head journals.
Install cams in the empty head, torque to 8 ft.lbs
See if they spin free. They should spin with ease.

I got the motorcycle to fire up but the starter still has problems i well have to post any there video..

Well i had the start rebuild on the motorcycle and still had the same problem so i took the head back off and run back to Napa. The guy that worked on it at Napa had a buddy that worked on old bike. He told chucky at the shop with in second of looking at the head its the cam caps causing the problem. He said that it explains why it well turn over with the spark plug out, but when the spark plugs are back in the motor it cause the cam to lock up and hard to turn. I think i have mixed up some of the caps with other head i had. so I'm take the other set to the machine shop tomorrow hopefully i can get my motorcycle back together soon
