clutch question

installed cluch cable on my project and was checking it out. I can shift up one and back down one on my shifter but thats it, there is tension on the cluctch cable, it worked fine 5 month ago when it last ran, I havent put oil in it yet as I was considering disassembling the clutch, is this common for a bike thats been sitting for awhile for it not to be able to shift after sitting ? I did not have this problem on my other build but it was a brand new clutch

1980 LTD (changed over the years), 1979 LTD (being rebuilt), 1977 KZ turbo and various KZ's in various states of build. KLX110

Positive neutral finder should prevent you from shifting up past neutral if the bike is not rolling.

din,ding,ding we have a winner, I was confused based on my experience with my non metric build, with it I could change away at will
