Starter problem?

here's the things that I've already tried..
Cleaned connections and installed a new ground cable
New battery
Disassembled starter to make sure gears are ok
The gear in the motor that the starter tins is also ok
...could this be a bad starter clutch? Out of ideas!

Sounds like starter clutch to me.

mine is doing the same thing. i removed the starter clutch side cover. took the stator off and it turned out to be a sheared woodruff key.
