This may be a silly question, but how do you know when you need new ones?

My cylinder bore measured out okay.

I have my engine apart, but it didn't burn oil when it used to run so I was kinda hoping to reuse what I have.

1977 KZ 650 C

According to Kawasaki.com they are still available (part #13008-059). You should be able to order them through Z1E or dealer for around $55 per cylinder. Ed

It was funny, I read all the threads about how hard to find they were. I didn't think they'd just be available like that.

Those are the 13024-060 rings? correct?
Kawasaki.com shows them as Active limitied quantity, so other places might be able to get them. Searching the part number at RonAyers.com shows a price of $53.84. Z1Enterprises.com should be able to get them if they're available at Kawasaki.

Be careful - 13024-060 are .040" oversize. I believe he is looking for standard size, not oversize. Ed

Am I correct that the ends of the rings can be filed if the rings are slightly too large for the piston to get the correct ring gap after they are compressed?

You can, to a point. But not with, say, an oversized ring. A ring too large will compress and warp if forced into a cylinder that's too small.
