Stator Winding Shielding was created by DoubleDub
I had to pop off the stator cover to try and correct a small leak (suprisingly, I don't think it's from the grommet).

However, I noticed that the shielding on one of the wires from the stator was bare for a brief section. Is there any risk of arcing here?

Might be difficult to see, but it's the wire on the bottom that is shielded with the bare wire wound around it. There's just a small section of shielding that appears to be missing.

this would become a problem if the oil gets too dirty or if water gets into the oil or a combination of the two.. If you are nervous about it, just clean it very well to remove the oil and coat it with epoxy or a good urethane varnish.

The local electric motor rebuilding shops should be able to get some of that brush on varnish for you. To speed the drying, use a hair dryer.

Clean the bare area with lacquer thinner first to remove the oil for a good bond.A small clean paint brush followed by a cotton swab dipped in solvent should clean well.
