larry you should try small hose pliers you will be a changed man after trying them. they are just the right size have decent teeth on the jaws and are bent just perfect for valve seal removel in fact they should be called valve seal pliers instead of hose pliers most times they just chew the hose up.
That might be the ticket for those metal jacket seals Tim.

i place the valve in the guide first. then after lubing the seal i slide it over the valve stem and then down over the guide. i find the valve stem,just helps to keep the seal centered while u push it onto the guide.
